2006 brought changes to the process of how Construction/Stormwater Pollution
Prevention Plans (PPP’s) are reviewed. The changes occurred due to the
formation of the Municipal Separate Storm Sewer System Districts (MS4). The
MS4 operator is the Howard County Surveyor’s office. The Soil and Water
Conservation District now works with the Surveyor’s office on reviewing
Construction/Stormwater PPP’s.
All site owners who will be partaking in earth moving activities on a construction site
are now required to go through the MS4 operator to obtain a permit. However, the
Soil and Water Conservation District will continue to review all incoming
Construction/Stormwater PPP’s. The district will also continue to perform all on-
site evaluations for erosion and sediment control. All plans and on-site reviews will
only be performed following the registration of the new site with the MS4 Operator.
In 2006, the Soil and Water Conservation District reviewed 45
Construction/Stormwater PPP’s, and performed 141 on-site evaluations for erosion
and sediment control.
